Responsibilities of the County Clerk

The position of the County Clerk is one that works and oversees many of the daily business activities at the courthouse, including budgeting, auditing, and record keeping for the county citizens, the Court, and the Commissioners.

Clerk of the District Court (Jury Commissioner and Elections Officer)

Oversees fines, court fees and restitution payments.  Provides clerical assistance to Magistrate and District Judges for the Second Judicial District.  Provides for long term management of court records and the storage process for such archival records.  Chief Elections Officer for Clearwater County, receives direction for this responsibility primarily from the Idaho Secretary of State’s Office.  Registers voters, coordinates elections, tabulates ballots and directs other election procedures.  Manages the selection system for juries in Clearwater County.

Recorder (of Public Records)

Recording, indexing and filing ALL land deeds in perpetuity.  All transactions affecting business and real estate within Clearwater County.  Issuing of Marriage Licenses.  Assisting the public for access to all these records.  Protects and maintains an active record of such documents for the responsible inquiry and use of the general public and interest individuals.

Auditor (Budget Officer)

Chief financial officer and accountant for all county revenues and payments.  Establishes, coordinates and is required to recommend the county budget to be presented to the County Board of Commissioners.  Oversees and monitors the execution of the adopted budget.  Prepares the schedule of levies for assessed property.  Provides timely financial information for elected officials, interested parties, and the general public.

Clerk of the County Commissioners

Assists Commissioners with the transaction of county business, signs all county warrants and payments and records all orders for levying of taxes.  Attests to the official actions of the Board of Commissioners.  Provides investigations and recommendations to the Board concerning claims of indigency for the county.
